NYC Annual Bedbug Report Reminder: Everything NYC Owners Need to Know for 2025 Compliance
Did you know that failing to file your HPD NYC Annual Bedbug Report is now one of the most common—and fastest-growing—violations in New York City? Residential property owners must submit this report every year by December 31 to the NYC Department of Housing Preservation and Development (HPD). Missing this annual deadline can trigger costly violations and penalties.
Here’s a concise breakdown of who must file, what information HPD requires, and how to stay compliant before the year ends.
What Is the NYC Annual Bedbug Report?
NYC’s Local Law 69 of 2017 requires all residential property owners to file an annual bedbug infestation history report with HPD. This report tracks infestation, eradication, and re-infestation data for each building. Even if your property had no infestations, you must still submit the annual report.
The report period runs from November 1 through October 31, and filings are due by December 31 each year.
Example: For the 2024 reporting year, you’ll include activity from Nov 1, 2023 – Oct 31, 2024 and file by Dec 31, 2024.
Who Needs to File the HPD NYC Annual Bedbug Report?
The following NYC property types are required to file:
- Registered multifamily dwellings (multiple dwellings subject to registration)
- Hotels and transient housing properties
- Condominiums and cooperatives — only if any units are leased to tenants
In the case of condos and co-ops, the law states:
“Bedbug infestation history should be collected by the dwelling unit owner for any non-owner occupied unit. The dwelling unit owner must then submit this data to the condo or co-op board for inclusion in the building’s overall submission to HPD.”
Exemptions: Fully owner-occupied condos or co-ops with no leased units are not required to file.
How to File Your NYC Annual Bedbug Report
Most owners must file electronically through HPD’s official online system:
Only non-corporate owners (individual or joint ownership listed on property registration) may submit paper filings. If your building registration is not active, you cannot file until you update your registration with HPD.
What Information Is Required in the Report?
Your filing must include the following data points for the reporting year:
- Total dwelling units — occupied or vacant
- Infested unit count — any unit that had a reported or confirmed infestation
- Eradication measures taken — units where professional treatment occurred
- Re-infested units — any units that became infested again after prior treatment
Per HPD, owners must submit an aggregate report summarizing the building’s total infestation history, not separate reports for individual apartments.
Beyond Filing: Required Disclosures & Notices
After submitting your report, NYC law requires owners to notify occupants in one of two ways:
- Option 1: Provide HPD’s filing receipt to tenants upon lease renewal or at lease commencement.
- Option 2: Post the HPD filing receipt in a prominent, visible location within the building (e.g., lobby, mail area).
Owners must keep documentation proving how this information was distributed or posted.
Additionally, within 60 days of filing, owners must post or distribute the following documents:
- DOHMH Bedbug Information Notice
- Individual bedbug disclosure notice (available on HPD’s website)
Penalties for Non-Compliance
HPD actively enforces bedbug report compliance. Failing to file on time can result in:
- Civil penalties (HPD violations with escalating fines)
- Inspection referrals for potential infestation issues
- Public record notation of non-compliance (visible on HPD Online)
Violations for failure to file have increased sharply since 2021 — don’t risk penalties or enforcement actions. On-time filing is quick, free, and mandatory.
Tips to Stay Compliant
- Confirm building registration is active before filing
- Centralize tenant infestation records and pest control invoices throughout the year
- File early (before December 31) to avoid portal delays or submission errors
- Maintain proof of posting/distribution for three years
- Schedule a recurring reminder each fall with your compliance vendor or property management team
